What is The Haven?
The Haven Integrated Health Centre offers health and emotional well-being support to students through individual consultations.

Where is The Haven?
The Haven is located in the bungalow, next to the 6th form common room.

Who can use The Haven?
The Haven is open to all students.

When can students use The Haven?
The Haven will be open daily from 8.30 a.m. until 3.30 p.m. during term time. Students can ask for help and support via email TheHaven@budehaven.cornwall.sch.uk or via their year group pastoral support team and an appointment will be arranged where appropriate.

The Haven is EEFO Level 3 – what does this mean?
Since September 2011, The Haven Integrated Health Centre has been annually awarded EEFO Level 3. EEFO have developed a set of quality standards that Services in Cornwall and the Isles of Scilly must prove they can meet. If they meet the standards, the service will be EEFO Approved Level 1, 2 or 3 and will therefore be a ‘young person friendly’ service. Once a service meets Level 3 you know that service has done everything it can to make sure young people feel welcomed and supported. At level 3 the service will have met the quality criteria set out in the national Department of Health paper 'You're Welcome – Making Health Services Young Person Friendly'.

This means that the following issues have been addressed:
1. Confidentiality and Consent
2. Child Protection
3. Easy to access
4. Welcoming Environment
5. Staff trained on issues young people face
6. Clear publicity
7. Signposting to other services
8. Involvement of young people in service design
Any service that has been EEFO Approved promises that they will:
1. Respect your rights to talk to someone without anyone else knowing, this can be explained to you in their confidentiality policy;
2. Even if they cannot help you they will still treat your enquiry confidentially;
3. There will be at least one member of staff who has a special interest in young people's health;
4. They understand that you want to use the service when the times are best for you, this may for example be at lunchtimes or after school or college;
5. They understand that you may not want to wait in a crowded waiting room with everyone else from the town/village;
6. You can get up-to-date information about the health matters that concern you;
7. They want to know what you think about them, and how you feel they could improve their service;
8. If they cannot help they will be able to help you find someone who can.
EEFO Survey - Student Suggestions
You may recall, we recently invited students to complete a survey of The Haven, through the EEFO website.
We were overwhelmed by the number of students who took time to provide positive feedback and we were greatly encouraged by how many students’ valued The Haven and the work we do!

Some students took the time to make suggestions on how we could improve The Haven and I have done my best to reply to all of you below:-

Services

“Umm, well it is a good place to go to I guess. I personally don’t like talking to people and I think they should have a computer so you could go online to talk to someone.”

I agree, this is an excellent idea. We have limited space in The Haven and the consulting rooms are often busy, however, if a room is free, students are welcome to request use of a computer to log on during their lunch break or a free period and speak with an online counsellor from Kooth or Childline.

“Was extremely helpful and welcoming, but would nice if there was information on how they can help” and “Make the days that the services are in the haven more accessible to students so that they are aware of what day they will need to visit depending on what it is they need”

Information advising who is offering a lunchtime drop in at The Haven, can be found on the noticeboard in The Haven waiting room, on the Haven school noticeboard next to the John Ward Hall, on the Haven webpage and you can always ask Lizzie for advice, information and guidance.

“They need to approach us and not stand back”

I thought this was a really interesting comment. When students come to The Haven, it’s usually for two reasons; either they need some information, advice or guidance OR they need some peace and quiet and if this is the case, I might have a quick chat with a student but generally I leave people alone to have the space they need.

Food and drink

“Need more food (bacon)”

Sorry I only have a toaster!

“Not enough hot chocolate supplied” and “Should get a cuppa”

Believe me, I make buckets of hot chocolate and various drinks in an academic year for students who are attending appointments or feeling a bit wobbly. J

Comfort and style

“They should get more comfy chairs”

We have six comfy seats including a sofa, in the waiting room and there isn’t room for anymore, sorry.

“Very nice but a bit plain in garden and entrance”

The garden is looking amazing now it’s in bloom, and I have some more art work to put up in the entrance.

“Nothing really, just suspend the bubble chair on the roof”

Great idea, unfortunately, the bubble chair we have isn’t designed for hanging from the ceiling and I’m not sure the ceiling could take it!

“More space in the haven because it is a bit crowded sometimes”

I agree the waiting room is a bit small in winter; luckily, there’s more space in the warmer months because students can use the garden. When it’s cold and wet, sometimes students can use the conference room, if it’s available.

“In the waiting room there is a lot of electronic humming”

I think it’s the fish tank.

“Make it bigger cause it so awesome”

I would love to make The Haven bigger, as we are often full up with visiting professionals and students; however, there are no spare monies available for further building work.

“Live it up maybe with some artwork or something” and “A LITTLE BIT MORE COLOUR”

There is a lot of students’ art work throughout The Haven and I have some new art work to put up, which a group of students did with Penhaligons Friends recently. That said, we are always pleased to receive new pieces of art work from students, so if you have some, to donate, please do!

Access to the Haven

“I feel that my only issue is that at time the haven can get very crowded and noisy at certain times, particularly at break and lunch. Whilst it’s OK to allow most students in, this can subtract some of the peace that most students come here to enjoy.”

You’re right, it does get busy at lunchtime; this is due to students attending the drop-in clinics or appointments as well as students needing a quiet space for their lunch break. We have limited space in the winter; however, in the spring, summer and autumn, it’s often possible to sit in the garden for some peace and quiet.

“If you go there all the time you should get a badge that you just show into a machine and then get instantly get in to the haven because the person who is at the desk is doing something you can get in without waiting. But you only have a badge if you have appointments at The Haven.”

Sorry this isn’t possible. I need to monitor who is in the building, in case the fire alarm goes off, so that I know I’ve evacuated everyone on the premises.

Confidentiality statement of The Haven

We provide a confidential and non judgemental service to all young people attending the Haven. All young people have the right to confidentiality and we are here to listen and not tell. The only reason why we might have to consider passing on confidential information without your permission, would be to protect you or someone else from very serious harm. We would always try to discuss this with you first. We will always help and support you in talking to your parent/carers.

Introduction

The Haven is an Integrated Health Centre, one of three in Cornwall, all of which were built on school grounds and opened in 2009. The Confidential Policy of The Haven should be read in conjunction with the Budehaven Specialist School’s Confidentiality Policy 2010. However, at the request of students, staff, Governors and the broader community, the staff of The Haven, endeavour to follow the Department of Health Best Practice Guidelines (DH2004) and code of practice; Confidentiality (DH2003), which clearly states that the duty of confidentiality owed to a person under 16, in any setting, is the same as that owed to any other person.

Note;

At times when a Young Person’s whereabouts would ordinarily be recorded such as lesson time, the relevant pastoral support or SEN staff are informed of their attendance at the Haven and expected time of leaving. This protocol has been discussed and agreed with the Haven Management Group, Senior Management Team and Governors. However, the reason for attendance will remain confidential.

Responsibilities of Health Professionals

All health professionals must follow their professional codes of practice and the law. This means that they must make every effort to protect confidentiality. It also means that no identifiable information about a Young Person is passed to anyone or any agency without the express permission of that Young Person, except when this is essential for providing care or necessary to protect somebody’s health, safety or well being. Therefore, all Young People can expect that their personal information will not be disclosed without their permission except in the most exceptional of circumstances.

Where a health professional believes that there is a risk to the health, safety or welfare of a young person or others which is so serious as to outweigh the Young Person’s right to privacy, then they should follow the South West Child Protection Procedures.

All health professionals are individually accountable for their own actions. They should also work together as a team to ensure that standards of confidentiality are upheld, and that improper disclosures are avoided. Any decision to disclose information to protect health, safety or well being will be based on the degree of current or potential harm, not on the age of the Young Person.

All health professionals should have in mind the need to encourage Young People to discuss issues with their carers or parents. However the needs of Young People are paramount and the health professionals will not insist that a Young Person’s parents or carers are informed of any advice or treatment they give.

Consent

Health professionals, such as School Nurses, can give confidential health advice and treatment to Young People. Young people under the age of 16 can consent to medical treatment if they have sufficient maturity and judgement to enable them fully to understand what is proposed. This was clarified in England and Wales by the House of Lords in the case of Gillick vs West Norfolk and Wisbech AHA & DHSS in 1985. The judgement in the House of Lords referred specifically to doctors but it is considered to apply to other health professionals, including nurses.

Although it is an offence to have sex with someone under the age of 16 it is lawful for doctors to provide contraceptive advice and treatment without parental consent providing certain criteria are met. These criteria are known as the Fraser Guidelines (Appendix 1). Although these criteria specifically refer to contraception, the principles are deemed to apply to other treatments.

Even if the health professional does not consider that a young person has sufficient understanding to consent to treatment, the consultation can remain confidential.

Health Professionals in School

Health professionals, such as nurses, invited into schools to contribute to sex and relationship education programmes must follow the Sex Education Policy of the individual school. Outside the education context, the health professional can work according to their relevant professional code of conduct.

For example, school nurses working as part of the sex education programme must follow the sex education policy of the school, however, if an individual pupil asks for contraceptive advice in a one-to-one situation nurses are allowed to give such advice and/or treatment in confidence, providing the Fraser guidelines are followed. This is in line with Budehaven Specialist School Confidentiality Policy 2010.

School staff and visitors to The Haven are asked to respect the Confidentiality Policy, however, it is recognised that school staff are governed by School Policy therefore all Young People are advised to be aware of this.

Appendix 1

South West Child Protection Procedures

Fraser Guidelines

It is considered good practice for workers to follow the Fraser guidelines when discussing personal or sexual matters with a young person under 16. The Fraser guidelines give guidance on providing advice and treatment to young people under 16 years of age. These hold that sexual health services can be offered without parental consent providing that;

• The young person understands the advice that is being given.

• The young person cannot be persuaded to inform or seek support from their parents, and will not allow the worker to inform the parents that contraceptive/protection, e.g. condom advice, is being given.

• The young person is likely to begin or continue to have sexual intercourse without contraception or protection by a barrier method.

• The young person's physical or mental health is likely to suffer unless they receive contraceptive advice or treatment.

It is in the young person's best interest to receive contraceptive/safe sex advice and treatment without parental consent.

The degree of [Fraser] competence of a young person needs to be assessed on an individual basis and fully documented. This will vary with age, maturity and with the implications of the treatment or advice they are seeking. Young people under sixteen who are Fraser competent can consent to treatment. A child or young person can say they wish to withhold consent to their information being shared with another agency. A professional, however, may override this if they are of the firm view that not to do so may jeopardise the safety and welfare of the child or young person or that of another vulnerable person.
