Area Resource Bases (ARB) are special classes based in mainstream schools. They are designed for students aged 11 to 16 years of age who have complex and severe learning difficulties and who might otherwise be placed in special schools. We decided to call it “The ARBour” as we liked the analogy of comparing our class to a shady, resting-place for supporting plants as they climb, providing privacy and partial protection from the weather. Each ARB has a number of places agreed with Cornwall Council. The general criteria for a place are that:
- the student has a Statement of Special Educational Needs naming an Area Resource Base
- the ARB has a vacancy
- the ARB has appropriate resources to meet the applicant’s special educational needs
- the student’s principal area of need is not behavioural difficulties
An Admissions Panel considers placement in an ARB. The panel is chaired by a representative of Cornwall Council and includes the ARB teacher and a member of the Individual Needs Services. Referrals to the Panel are made by the Manager of the Assessment and Education Provision Team, who will:
- issue and receive application forms
- ensure student criteria are met
- provide information to the Panel before the meetings
- set the date of the Panel meeting
- keep parents informed
- determine the wording of Statements
